It may well be just incompetence as you seem to believe but what if they are trying to gauge if collections are made later than they should? For example to see if a box that should be collected in the morning is only emptied late in the afternoon. By posting both before 9am they cannot gather this information.
If you are going to take doing the survey seriously then you shouldn't second guess why they are asking you to post at specific time slots and just do what they asked. If they explicitly wanted you to post "before 9am" they would have told you to post both "Before Final Collection"as that is one of the options they have available to them.

Believe me I have been doing this survey for a few years barring lay offs and I take it very seriously. Some boxes now are only before 9am, they may not be collected until 4pm but that doesn't matter, if you post in one of these boxes at the correct time you have to say that you missed the last collection for that box x
This is why I also said that they should check to see if other boxes in their area have later collection times so that they could post at the required times.
Posting at the times required are easy when you don't live in a rural area with one post box within travelling distance, if the only box available to you says before 9am you have no choice.

If you have 2 items to post same day but on different times ie before midday and after midday and your local post boxes last collection is 9am what would you do.
I wondered this too. I had an item which asked to be posted before mid day. I posted it in to post box and noted the time for last collection was 9 am. I posted it after 9 am, but before noon. When trying to enter this online, thias was not accepted. Wondered if i should have posted it after 9 am the previous day ?0 -
A memo was sent out which stated
You will find that items will now need to be posted witin two timebands;
Before Midday and After Midday
Please post within the time bands as requested on your postal schedule and complete the posting information online as normal.
Please post your items before the Last Collection Time indicated on the post box. We are aware that in some instances it is not possible for you to post before Last Collection Time , in which case please post according to the instruction on the posting schedule.
If you are unable to post within the scheduled time band, please hold the item until the same day in the following week. Please ensure that the correct date of posting is entered when you go online. .
So you post before last collection if at all possible but if not, post within scheduled time bands
(And you will be probably be asked to answer a query on the posting time once it is logged in by the person receiving it showing it was posted the next day on the franking mark. Can you guess how I know?!)0 -

So, these are folks who think it is already worth more. Some of them are being over optimistic.
The reality in my experience is that it's difficult to predict which will be valuable to collectors and how long it will be before the price rises. The 2013 Dr Who sets are well above face value now but others are can be bought on eBay for below face value. I know this because I buy them to use for comping or postage and never pay more than 2/3 face including postage.
I sold my excess 1st Large incentive stamps on eBay and usually got between £2.75 and £3.25 for a booklet of 4 - so a discount for the buyer and a small profit for me.I need to think of something new here...0 -
You're being obtuse, custardy :-) If he puts one large letter stamp (95p) on a parcel rated at £3.30 then the poor sod at the other end will be paying out money to get the item - then coming on here asking how to complain to TNS about it.
