Always change the locks after a lodger leaves/evicted. When we had lodgers we would regularly evict them after 1 week of no rent. I.e as soon as the deposit was spent their stuff would be out of the door and the locks were changed. I had three sets of locks that I would just cycle through the doors as needed.

It came to a head yesterday, I woke up to her smoking in her room (against the agreement which I think is a lodgers agreement I'm not sure I may have got that wrong) I told her not to and she seemed to think it was acceptable to then verbally attack me

Well, that was good of her to confirm to that your decision was completely and unequivocally right!

I'd also feel justified in getting very angry with the social worker who has only considered their client but not the social and financial impact on you, nor communicated to you the potential dangers so that you could make your own informed decision.
