    Those two threads were a start - but only the tip of the iceberg of advice you can find if you read more threads. There's MUCH more than that posted as POPLA appeal information and examples:

    But you are jumping the gun; PE may not reject your appeal if you sent them copies of your receipts. If you didn't and you do have receipts or another proof of patronage, then take a copy and send it off in the post with a clear covering letter, as further evidence (or email it to them explaining it should be added to your previous appeal).

    Also don't wait to be 'rejected'! Instead, choose to get their clients to reject the charge! Complain to Crown Wharf assertively, lots of successes reported by people making a noise about these customer-unfriendly fake PCN scam protection rackets, to the hands that feed the PPCs:

    The contract details of whoever runs any Retail Park are easily found on Google; look for any local newspaper mentioning the place and/or any advertising retail sites and/or any PDF leaflets that pop up when you do a Google search of the place name. Also do Crown Wharf have a facebook page? Post a complaint comment for all to see, they won't want it left ignored/unresolved, IMHO.

    Get complaining! Ashilda could do the same to get it cancelled right now & avoid a court case, but ashilda needs to stick to ONE of his/her four threads!!

    Have you found out who this landowner is? Ask TK Maxx for it, If its a retail park then google the name to see if you can dig that out. If its a single shop then they are probably either lying or are the leaseholder who has a lot of say on what happens at this car park.

    Should I write to both to try and get pcn cancelled?

    Also my original appeal to PE I didn't send them any receipts as I have lost them. I only got my bank statement to prove I did spend money at various retailers on crown wharf shopping park

    Yes don't just rely on parking eye, always go for the companies who engage them or own the land, the managing agents as well, google their names and get an email address for this if you can.

    I suggest going at this from as many fronts as you can, if you use bank statements redact everything apart from the transactions from the shops in question, also complain to the other retailers via email, spread it as far and wide as possible.

    You are NOT 'appealing' to the landowner, you are complaining in writing about their agent and proving yourself as a customer who is minded never to return. Look at the examples in the last thread I linked above, no-one appealed! You should be polite but firm about the matter.

    But be aware that once you have your POPLA code, your POPLA appeal comes first as it is strictly time-bound and if you go outside 28 days you will get it chucked out. So if the POPLA code arrives before you have resolved the complaint with the powers-that-be who contracted them there, concentrate on the POPLA appeal first.

    See this thread, where a newbie has drawn up their own detailed POPLA appeal from simply doing some homework, reading links the same as already given to you:

    I'm not at the popla stage yet as my email appeal to PE was only 10 days ago.
    I was only planning ahead as I'm sure PE will refuse it so was just anticipating on what to write to popla.

    I will email land owner and shopping management tonite as per stromavadvice
