            Your first point may or may not be correct. All I know for sure is that this case was won on a breach of POFA and as long as that helps and wins, then such cases are "parking" in my book. Treating them as something else would not stop PPC's getting keeper details and using pretty October 2012 methods.0

                        My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

            I believe Manchester Airport is pretty close to going in the same general direction. This is partly down to trying to compensate for reduced landing charges, and partly down to airports realising that parking is a revenue stream in its own right, and a very profitable one at that. The roads at Manchester are patrolled and enforced by the Police and TPCSOs. That is significant in that they are more likely to deal with drivers in a different manner as the drivers' recourse is to the Magistrates and fines are generally lower, but rising.
The Police deal with parking on the roads because of security as any unattended vehicles need to be treated as suspicious. They, and the drivers, are usually checked out on PNC which is more likely to find cars without insurance and drivers without licences than any kind of civil enforcement notice.
Unfortunately at Manchester, and I've no reason to believe it doesn't happen elsewhere, many drivers won't use a car park. Of course they don't have to, but from a personal viewpoint I can't understand why they would expect to sit at the side of the road while others can't find anywhere safe to stop and pick up or set down. Eventually, some will just stop in the middle of the road and cause a tailback inconveniencing others. A few weeks ago a car caught fire and the Fire Bobbies were called, although sadly they couldn't get to the burning taxi quickly enough due to being blocked by standing traffic. The fire was put out but the car was written off, despite the appliance getting to the terminal in about 4 minutes. The same can happen if a passenger is taken ill and an ambulance needs to attend at the terminal frontages.
At Manchester drivers are 99% (ish) responsible for their own problems and a significant amount of congestion is also down to them. There is a combination of a lack of consideration for others, selfishness and rubbish driving. It will always be busy at peak times, but the situation is exacerbated by the drivers.
The important aspect is that drivers will be the architects of their own "downfall" as they are just sleepwalking into the kind of situation often mentioned on this forum and in this thread whereby dropping off or picking up in the wrong place brings on outrageous demands for £110 or more.
I just hope when it happens at Ringway, and I'm sure it's a case of when and not if, then those drivers can utter the immortal words from Led Zeppelin: "Nobody's fault but mine"0 -
