Thank goodness it was just a hose, not a horse. Can you imagine the damage a leaking horse could have done? Still, the emperor could have gone for a ride on a horse - which you can't easily do on a hose.

If I understand you right, you have just bought a house and a leak has caused some damage. I think you should post on the 'House Buying, Renting & Selling' forum, where, if you put your question in more detail, you should get helpful answers.
