Custardy has a point, all carriers have tjhe right to refuse whatever they want really.
Beyond post services, airlines ask you what you have in your suitcase, and refuse certain items.

The flaw surely is that batteries can be small and thin items so a lot qualify for large letter and can be put in a postbox, so no question as to contents is asked.
If it was advertised and posters etc put up then people would be aware when they are packing items at home rather than feeling harassed which some customers clearly do now.

Let's be honest, huge quantities of clocks, watches, calculators, torches, electronic toys and games, not to mention batteries themselves are being sold on-line and sent via RM, every day. [That's just the sort of stuff that immediately comes to mind].
Sure, RM can prohibit batteries, but it's unenforceable... unless everything is to be x-rayed before it gets accepted at the counter... imagine the queues!!!"The secret of life is honesty and fair dealing.

You can imagine it can't you.
PO Clerk "What's in the parcel"
Customer " A diamond necklace - I sell on e-bay"
PO Clerk " You need special delivery"
Customer "Fine"
Next day customer is on the way to the Post Office with another parcel, when they are mugged by someone further back in the line the previous day who had heard the conversation.
PO staff will deny culpability citing "we was only obeying orders"0
