I need advice please

A couple of years ago I got into a mess with my mortgage and was close to repossession but at the 11th hour an agreement was made that I could pay an extra £50 a month on top of my mortgage payments to clear my arrears. Because I work for the public sector I have been on a pay freeze for 3 years, I am now struggling to pay bills as they have gone up but my salary is the same. As I signed an agreement to pay the arrears by 18th of each month sometimes I am late, but they do get it, consequently my mortgage company charge me £70 for late payment. This has now put me in deep arrears again. Can I claim these charges back? Also my mortgave company charge me £70 even if its down by £10, surely this is not fair?
