Thanks you all for the clarification, also could I not send the same appeal letter to both parkingeye and popla?
You could but often people come on here asking for advice re appealing when they have left it a few weeks & are up against a deadline when they must get their appeal in by. Sending a quick simple appeal just to get a code & then doing a proper appeal to POPLA is the simplest advice. To write the appeal properly you need to get your head around a load of new concepts none of which will likely have any relevance to the story behind you getting a parking charge. Blathering on about the hot weather or screaming kids or tickets that fluttered to the floor will be utterly pointless in an appeal to either the PPC or POPLA.

Why not regard the appeal to the PPC as a trial run for POPLA. It gives you the chance to do some research & reading that will be necessary & gives your the practice at actually writing the appeal. You can always refine it when you most likely get knocked back by the PPC & have to appeal to POPLA.

Ok, so i'm going to print and send this letter I previously mentioned to parkingeye within the next couple of hours.

    Date of Contravention: 16/07/2013
    Date of issue: 19/07/2013
    Vehicle Reg: *******
    Ref No: ........./.........

The driver wishes to appeal on the basis that you do not have the authority of the landowner to levy these charges. The driver requires you to supply me with a copy of the relevant sections of the contract that you are working under in order for me to check (a) the contract is, in fact, with the landowner whose details have been supplied to me by the council and (b) in order for me to check the limit of your authority to levy charges as some landowner contracts do not, in fact, grant that authority. If you are unwilling to provide me with this, then I require, in accordance with the BPA and POFA regulations, a POPLA code in order for me to take my appeal to POPLA.

In addition, after checking thoroughly with your signage and the BPA guidelines, The driver believes that they are deficient and this is a further reason why I require a POPLA code. I refer you to the POPLA web site for the required timescales for a response.

If, on the other hand, after consideration, you decide to cancel the charge, please feel free so to do".

The driver reserves the right, after further research, to add other points that may emerge to any POPLA Appeal.

NO NO NO NO NO. Don't send that. Never admit to being the driver. You are responding as the KEEPER.

Yes, no real signature (just a squiggle) but print the name of the recipient of the letter under the squiggle (as long as that person is OK with you handling this for them).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi everyone, I have just received my rejection letter as was expected. Now comes the more difficult part for me of writing a letter to POPLA.
Can you please help me to figure out what I should write in this letter?

At the time in question I parked in a car park of a store that I didn't use so that may change my appeal points (is that considered trespass), and is there anywhere that I can copy and paste the relevant sections as I am not very confident of writing a strong letter myself?

    Thanks
