How to appeal parking ticket

Hi all
I recently parked in a boots car park whilst attending an important appointment elsewhere. The car park is free to customers of boots which I was not and I have now received a Charge notice demanding £60.
So I assume I need to send an appeal letter to private eye and then when that is rejected, I will need to send a letter to poplaa
There are so many template letters on here that I am unsure which one to use. Could someone please send me a link or an template of a good letter for me to use if possible?
Any help would be very much appreciated.

Basically any soft appeal would do, but if you want a tailored one.
Date of contravention.
Did you get a ticket on your windscreen?
Date of notice to keeper?
Private Eye don't do parking charges, only satirical magazines. Was it Parking Eye?
What contraventions did they say you committed (leaving site?)?
What does the notice on entry to the car park say about leaving site?0 -
Lol, oops I meant parking eye.
They just I had staid in the car park longer than the stay authorized or without authorization.
I was in the car park for 1 hour and 15 minutes and they said that the maximum free stay authorized was 0 hrs and 0 mins so I am therefore assuming it is not about the time but more that I wasn't a boots customer.
They have two black and white photographs, one of my car arriving and one of my car leaving.
Do you mean soft appeal to parking eye or to poplaa?
Thanks Danny0 -

Danny, please read my post again. Please answer the points I asked - it is important.
In addition, where did the "say" that the free authorised time was 0hrs? And have you any idea of the maximum stay period?
What car park was it?
All these questions are relevant.0 -
Hi GD,
date of contravention was16/07/2013
Ticket was by post not on windscreen.
Date of event again was 16/07/2013 and date of issue was 19/07/2013.
I went to check the sign today and there was no time limit that I could see it just basically said for boots customers only, but i'm pretty sure there was a sign before saying max stay 1 hr 30 mins, I could be wrong, either way I was there for 1hr 15 mins.
They wrote as follows
" the signage, which is clearly displayed at the entrance to and throughout the carpark, states that this is private land, the carpark is managed by parkingeye ltd, the maximum free stay authorized is 0 hours 0 minutes, along with other terms and conditions of the carpark by which those who park in the car park agree to be bound"
s
By remaining at the car park for longer than the stay authorized or without authorization, in accordance with the terms and conditions set out in the signange, the parking charge is now payable to parkingeye ltd (as the creditor)
Thanks

I believe this 0 hours 0 minutes stuff relates to a requirement to punch in your VRM when you enter the store, which I guess is PE's pretty crude method of determining whether or not you are a 'genuine' customer, as opposed to someone who didn't understand what was needed of them, or simply forgot, or didn't spot the signs that placed this onus on them, or were in a rush, or, as this was a Boots the Chemist car park, someone who was unwell and had other things on their mind picking up a prescription (as well as picking up a parking charge).
PE's ANPR system is totally indiscriminate and really not fit for any purpose of 'managing' car parks. Boots should, like Somerfield, sack them right off! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Other than making sure you don't identify the driver, it doesn't really matter what you put in the appeal to the PPC.
Why don't you think you should have to pay the £60 charge? Why not start with that?0 -
Info linked below about what to include in any first challenge, don't make it too short, include appeal points but WITHOUT implying who was driving!

Based on the information provided, and not being familiar with the way in which you can avoid getting a ticket at this car park, I would write an appeal as follows.
I am appealing against this charge as the wording is incomprehensible. This is a car park and clearly no vehicle that parked there could comply with the wording on your NTK.
Having read your signs again, I am of the opinion that they fail to comply with the BPA code of practice and I am, therefore, unable to agree that I or the driver owe you anything.
I hope you agree with me and cancel the charge. If not, please send me the POPLA code in order for me to appeal.0 -
Also, what is the exact wording about Boots customer parking.? Any reference to "while in store" or any directions about having to key in any registration number?0

It was a boots optician not a chemist, sorry didn't mention that on my first post.0
