How about planting a couple of fast growing firs there? You don't need permission and within a couple of years should have grown high enough to block his view. You don't need 60 foot leylandii, just something that will grow about 15-20 feet.

If you go for bamboo make sure you control the roots if you buy the invasive type or else it will take over.0 -

Apparently the "Grand Fir" holds that title.
Personally I'd look for something that tops out at about 20-30 feet as a Leylandii could get oppressively tall for the garden if it's not crowned.0
