Excel parking Stockport - Difficulties. Advice sought...

Hello you wonderful people.

A couple of months back myself and my partner parked at the Peel Centre in Stockport. We had no spare change. She went shopping, i stayed in the car under the misconception that if i was challenged, i could simply move the car and drive off. Clearly, this wasn't the case.

I received a letter from the wonderful folks over at Excel Parking dated the 12th of June, letting me know that i'd committed this atrocious offence, and that i would owe them £60, which must be paid within 14 days.

Now, this is where the problem lies. The offense was dated the 1st of June. I moved to Manchester on the 24th of may, and having been having my mail forwarded to me by my father. I didn't get this notice until the 28th of June, and paid it instantly.

I have yesterday received a second letter from Excel saying that as i didn't pay it in time, 'the charge has reverted to £100 payable', and that the payment is to be received by them by the 13th of July...clearly, this hasn't happened.

The letter does say 'We must advise that the right to appeal has now been lost, and appeals will only be accepted if relevant mitigating circumstances are brought to our attention'.

Now, i'm loathed to pay the extra £40 as i paid the charge as soon as was physically possible, albeit 48 hours later than they requested, and feel that me not receiving my mail is a pretty reasonable mitigating circumstance. Furthermore, i now simply envision more and more late charges as i've only just received the second letter saying they expect payment by the 13th of July, which also gives no indication as to what will happen should they not receive that payment by the 13th.

What can/should i do?

    And now you see what happens when you give in to bullies: they come back for more.

    Instead of bothering yourself with their further demand, why aren't you claiming against them for the return of the £60 to which they were not entitled?

    Yes if you believe that ignoring some letters is harassment then pay it, and be the mug, or simply ignore their stupid demands. Or fight back, those are your only options
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    If you are scared by letters then pls do pay up. While you are at send me your address so I can make a killing to.

    OMG you don't think paying it was the WRONG answer?!! DO you also send money to phishing emailers in an attempt to avoid more emails?! :eek:

    Did you know you can (possibly) still appeal and take it to POPLA if they have offered a code? If not demand a code and WHEN you win at POPLA Excel will have to refund the other £30 as well. Respond to the letter like you should have done at first, not saying who was driving and with NO admissions, just a rebuttal of their right to demand money and say that their signage in this car park is not compliant with the BPA Code of Practice (see the attached threads for advice). Say if they disagree they have to send you a rejection letter with a POPLA code.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:
