Parked at a college - Received charge notice - Legal action pending!

Hi,
This is my first post ever!
Any advise would be appreciated.
As my title suggests I have received a 'Charge notice' final reminder - legal action pending from a parking solutions company. I had received a letter previous to this just stating 'charge notice'.
The situation: I was not using the car at the time, my partner was. She did not see any signs until she noticed a ticket on the car, the sign stating not to park in the spot she parked in was at low level on the wall behind the car. So as you can imagine when reversing in with a car parked either side of you you would not be able to see/notice this sign.
Secondly: As this is a civil matter I understand that I am not obliged to provide her details??
Thirdly: Do I contact the parking company stating the situation or ignore them? As I understand reading forum posts that the 'Charge notice' is basically an invoice issued under false pretenses?
I could basically see how far the parking company wants to take it, and if i receive a letter from the county court i could defend it with the situation stated above??
Any feed back would be greatly received.

1. No, despite whatever garbage they have written to you, you are not obliged to name her.
2. No, don't contact them. You are too late to appeal.
3. Correct, the charge notice is a SCAM.
4. What company is it exactly? There are lots of them with "parking" and "solutions" in their name.
5. It's very unlikely that anything will come of this, but it depends what company it is. There is one thing you could do to get rid of them, but you may not like it, and we'd rather know what company it is before suggesting it.Je suis Charlie.0 -

Hmmm, a bunch of clowns methinks. Anyone ever heard of this lot doing court?
Your options are thus:
1) Ignore them and wait to see if they send you a half-baked "Letter Before Action" or start a court claim. If they do either of those things, ask for more help.
2) Write to them and tell them who the driver was. Not very nice on the face of it, but it does mean that they will send that person a Notice to Driver, which re-sets the clock and gives the driver an opportunity to appeal and get this thing killed off at POPLA.Je suis Charlie.0 -

Should have appealed, not ignored.
But I would not name the driver in this instance because this wasn't a postal notice and the driver has already had their chance to appeal - and so did you. As such I don't think they will send a Notice to Driver and you would be naming the driver for nothing. We could have won this for you at POPLA - I assume the first letter to you in the post was received more than 28 days ago? If not you can still appeal.PRIVATE 'PCN'? OK, so you are simply in ignore mode then just like we all did for years. I have ignored 2 fake PCNs myself and it was just a matter of laughing at the junk mail from debt collectors - which is funny when you are expecting it all:

So as well as looking at the pics under TPS there, look also at other PPCs listed which use Debt Recovery Plus, because you will also see their 'alternative letter heading but from the same company!' = Zenith. Such as the letter chain shown in pics under UKPC and ECP on there.

And if this was a retail car park complain to the owner/Managing Agent of the land or the Store Manager onsite, as in this recent TPS case which was resolved that way (Halfords cancelled the stupid thing):

No worries really if the retailer/landowner/agent won't cancel it after complaint emails as it's not a real PCN. Only take seriously real small claim papers later on which are very rare indeed, not sure if TPS ever have tried a small claim, can't recall one. And it's very defendable as you can see from the Parking Eye threads on the forum.

i recieved one of these tps charge notices yesterday and have been checking the forums but the popla appeals doesnt apply to scotland! should i just ignore? any help would be appreciated0

Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
