Parking ticket and police special constable

I today recieved a parking ticket for illegal parking and i am not disputing that bit. What i would like to know though is this,
I have read that if you get a parking ticket from a parking warden you can drive off before they finish writing out the ticket and they cant do anything about it. Does this also apply to police special constables as they had only just started writing the ticket i jumped in the car and tried to drive off, one stood in my path to prevent this from happening and then arrested me for trying to drive off. (hence if i drove off it would be resisting arrest) i was then told i couldnt go as they hadnt finished writing the ticket and had to finish as they had started. Is this correct or did i have the right to drive off because they hadnt issued the ticket before i tried to drive off..

    Found this in Honest John's newpaper column...
    A recent case precedent (TfL v Ademolake, High Court, March 27 2007) confirmed a clause in the Road Traffic Act 1991 that states a parking penalty is not enforceable unless notice is actually served on the driver or else fixed to the car.

    A Special Constable has exactly the same powers as a regular police officer. He obviously didn't arrest you but 'detained' you to issue the ticket.

    People are getting confused with private parking wardens and Police and police traffic wardens. By all means drive off from a police officer but you will simply be reported to court to be prosecuted instead.

    It may have to be fixed to the car by a private warden but not by a police officer.

    I got ticketed for unnecessary obstruction from a police officer about 6 weeks ago.

    I'd love them to class necessary obstruction!

    I would have loved to appeal, but the ticket clearly states that if I were to appeal it would only be to the courts. And for a £30 fine, I can't justify going to court. I think police parking tickets are pathetic ...

    No, they're lying which is normal for Police.

    They do have powers to order you to stop.
    I'd love them to class necessary obstruction!

    First Aider stopping to assist, ambulances, police cars, etc.

    I wasn't causing an obstruction, and definetly wasn't causing an unnecessary one.

    They are pathetic because they can't be challenged in a normal way. Parking ticket, you can challenge and ask them to justify why they did it. Police officiers can just come along and ticket with little fear of comeback as you can't question without going to court.

    I think so.

    I'd guess that the op does not have a Penalty Charge Notice, but has in his possession a Fixed Penalty Notice this is issued by the police and is normally an endorsable offence.
