You don't get points for parking FPNs.I think so.
I'd guess that the op does not have a Penalty Charge Notice, but has in his possession a Fixed Penalty Notice this is issued by the police and is normally an endorsable offence.

My Husbands a cab driver & an (anal) traffic warden started writing him out a ticket for dropping a passenger of a Heathrow. He couldn't drop off at the drop off points because they were full of people waiting (which they are not allowed to do).
He did tell the traffic warden it would be more in his line to move the people parked on the drop off zones. But that wouldn't generate a nice fine for them would it:rolleyes:
Anyway the warden didn't get to put it on the car, because he managed to get going before he had it all completed.
He still got a fine in the post, are you saying he need not have paid it?0 -
You can challenge.I wasn't causing an obstruction, and definetly wasn't causing an unnecessary one.
They are pathetic because they can't be challenged in a normal way. Parking ticket, you can challenge and ask them to justify why they did it. Police officiers can just come along and ticket with little fear of comeback as you can't question without going to court.
You appeal to the police Central Ticket Office.
After that you take it to Court.

A Special Constable has exactly the same powers as a regular Constable. A Police Officer has the legal right to detain a motorist, to ask them for their details,if they are committing an offence, or suspected of comitting an offence.
A Police Constable has the power to request any vehicle to stop, it matters not if the driver is committing an offence.
You do not have to answer the questions the Officer asks!
However in this case the driver, could have been arrested under the provisions of section 25 of the Police and criminal Evidence Act, if he refused to answer the questions.
If you feel the Police were wrong, challenge it through the Courts. That's what they are for you know!
You are not likely to go to prison for not paying the ticket or challenging it at Court. However if you were to deliberately run over a Police Officer, Traffic Warden, Community Support Officer, or parking attendant, or anybody else
for that matter you should be sent to prison for a long time.
No one likes getting a ticket, no one likes to pay and display, but that's what we have to do.
Perhaps if the Police could trust the minority of the public who misbehave to behave, they could concentrate their efforts on catching more serious offenders such as burglars, rapists, kiddie fiddlers and the like.

Sentences that don't join up: Jeannine Wycherley
A driver taking a witness to court was fined £75 for throwing a cigarette butt out the window – only to see the defendant penalised £50 for punching someone in the face.
Jeannine Wycherley has been forced to pay the penalty notice while the thug got off with a softer punishment.
Mrs Wycherley, a health worker, was driving her daughter-in-law to court when she was spotted by a council 'litter buster'.
Two days later a penalty notice dropped through her letter box.
'The world has gone crackers,' Mrs Wycherley said yesterday. 'It's cheaper to attack someone and give them a fat lip than drop a cigarette end. There's just no justice.'
Mrs Wycherley was in a supermarket car park in Port Talbot, West Glamorgan, when council officials claim she was spotted littering.
The 50-year-old paid up after receiving an 'intimidating' letter from Neath Port Talbot Council which said the enforcement officer's word would be believed over hers in court.
Norman Brennan, of Victims of Crime Trust, last night said he was not surprised at the lenient sentence.
'In the 28 years I have been involved with law and order I rarely ever see sentences that fit the crime, especially in violent crimes.
'It is this type of sentence that is helping spread a wave of violent crime across the country.'
The controversy comes just a day after news that Crawley Council, West Sussex, was forced to apologise when it tried to fine a toddler £80 for dropping two Quaver crisps on the pavement.0 -

Unless the op was parking on a zig zag line! The op has failed to say where he was parked, however I'm still sure that if they have started to issue a FPN then they'd be allowed to order the motorist to stop.0 -

Yes & maybe this Special Constable should have been doing something useful like "catching more serious offenders such as burglars, rapists, kiddie fiddlers and the like", instead of playing games, threatening to detain for parking offence (wasting everyone's time), then stopping him driving away.Perhaps if the Police could trust the minority of the public who misbehave to behave, they could concentrate their efforts on catching more serious offenders such as burglars, rapists, kiddie fiddlers and the like.
Lot of Police are complete idiots.
