    It's a FPN for parking, non endorsable parking offence.
    Driver should drive away if they choose.

    The people have rights as well !!
    The Special Constable is abusing his powers.

    The same officer would also be able to issue a FPN to people who wee in the street, who litter, and are writing graffiti, should they run off as they are only causing a minor offence?

    The driver has broken the law, even if the offence didn't incur them points. We still do not know if the op was parked on the zig zag lines before a crossing.

    We certainly do know this isn't a case of parked over time on a meter.

    I also think that we'll find it wasn't a Special, rather a Community Support Officer who issued the ticket.

    Yes it was a FPN not an endorsable ticket

    No i was parked in a pull in parking area a bit like a bus stop unfortuately the space i parked over had disabled writen below it,

    Yes it may well have been a community support officer, the writing on the hat was in blue.
