    If it is an urban dwelling, fairly simple to check as tim says, but if it is rural may be "hiding" under an old house name or in a different street,
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    Yes but does that not affect almost every empty property in the UK? Unless the owners are renting but why would they do that and leave their old place empty? They would surely rent it out? Even if they move abroad then their property in the UK is a 2nd home.

    The discount system has changed but if a property is not on the list then it doesn't need a discount so nothing had changed.

    because they genuinely live between two houses.

    because renting it out is too much hassle.

    because repairing it is too much hassle
