On a side note, that number of 1 million empty properties in the UK gets banded about a lot these days. Where did it first come from and how many years ago? Does it include holiday homes? Does it include derelict properties in the countryside that have been that way for decades?0

If there is no entry in the Valuation List for a dwelling then it will not have a CT band and obviously the owner cannot be charged for CT.
Councils may try to bring an empty derelict dwelling back into the VL by asking the VOA to assess it for CT. However if the VOA decide the building does not constitute a dwelling, it will remain unassessed for CT. Whether councils will embark upon this course of action, they are the only ones who can tell you.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
I know of one particular large town house where the old man apparently died many years ago. It was empty for years then there was a fire. The kids are still fighting a legal battle over who gets how much. But this has gone on for a long time now, I don't know if anything has been settled but I drive past the place its still boarded up.
I would guess that it was exempt. What about from now on?0 -

Depending on the level of fire damage it may no longer have a CT band.
If it does have a CT band then it may be subject to a Class D exemption, but this would depend on its actual physical state.
To be blunt there is little point in speculating about various scenarios. If you have or are considering purchasing a house which you believe you should not have to pay full CT on, then first check if it has a current CT band. If it does then explain the situation fully to the relevant council and ask what your CT liability is likely to be.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -

So a derelict property that has been for decades, and has had no CT rating will be exempt? But what about this change in April? How many previously non CT rating properties will start to get a CT rating? If non then what was that change all about?
