What really winds them up is losing the money. But think "the Godfather". to them, it's not personal, it's business and they will weigh it up financially.

I notice that many of the suggested challenges are rather sarcastic, does this not wind the companies up or is it irrelevant as they have no case and just rely on a percentage of people just paying up?

Just drafting my letter to VCS, does this read OK?
Dear VCS,
In reference to the speculative invoice received **/**/2013 dated **/**/2013, the keeper denies all liability to your company as it is an unlawful punitive charge, thus a penalty! If you reject this challenge the keeper requires within 35 days a popla verification code for them to appeal independently, per Version 3 of the BPA Code of Practice.
The keeper denies that the driver owes anything. The reason is that, despite your NtK saying "the terms and conditions to which the driver agrees to be contractually bound upon entering the car park are clearly placed at the entrance to the car park" there are none. Please find photographs that show clearly this is not the case. This constitutes my appeal.
If you prefer, cancel the charge.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the popla code.
The challenge will be deemed accepted if there is no popla code on any rejection that you supply within the time-frame stipulated above.

Looks OK, but you might also want to ask them for:
a) a breakdown of their pre-estimate of losses as a result of the parking event
b) a breakdown of the landowner's losses as a result of the parking event
c) an unredacted copy of their contract with the landowner showing the permission for gem to pursue charges, and to the small claims court if necessary
In terms of tracking, just go to the Post Office and get a proof of first class posting - you have proof and the PPC isn't alerted that it is being tracked. Some won't accept 'signed for' deliveries.Please note, we are not a legal advice forum. Well the appeal has gone to VCS, with pictures to show none of their signs at the entrance to the car park, will keep you informed of any progress!0

Hi everyone I've been given two parking charges for parking in a permit holders car park without my permit as I am awaiting my de permit. I was told to place a sign in my car explaining this but still got tickets. I appealed to vcs and failed what should I do now just ignore as many people have been advised?0

You will get lots of help from us. But we work on a one-person's problem per thread system here.

Hi all,
Just received a letter from VCS which says:
'We acknowledge receipt of your appeal / challenge in relation to the above PCN which we received *date*
The matter is receiving our attention and we will respond to you in due course. In any event, you should hear from us no later than 35 days from the date we received you appeal / challenge.'
Is this just a standard letter to acknowledge receipt of my appeal?

Yes it is, so just wait for them to reply furtherWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Received another letter today:
'We acknowledge receipt of your appeal (representations)......blah blah
T&C's of parking were displayed on numerous information boards throughout the area. Our signs are compliant as outlined by BPA code of practice........blah blah
Then goes on to say ' A person can enter into a contract either by expressly agreeing to do so or by acting in such a way that he/she can be said to have implied agreement to enter into a contract. Where notice is given to a motorist of the consequences of parking in a particular area, by implications a motorist enters into a contract with VCS and accepts the terms set out in the Notice by proceeding to park'
Also says 'when parking on private land motorist enters into agreement to abide by conditions........motorist must not leave car park ( this did happen as the missus went to get cash to spend in store) or would face liability for a parking charge. You had opportunity to leave the car park if you could not comply with the terms of parking '
' we are satisfied the PCN has been issued correctly.......your appeal is rejected.........we will not accept further appeals'
'You do have the option to appeal to POPLA , details attached'
There is an appeal form included with a verification code filled in.
The letter rambles on a bit but I hope I've got the main points and not missed anything important.
So the question now is, what is the next step?
