I have the same problem with my ciustern. As it connects to a pastic pipe it has become crossthreaded, I have already (Before finding this) replaced the service valve, but it came with a plastic washer. I will replce with a fibre washer, and I'm going to replace the bottom entery fill valve with a better one, with a brass shank and omit the PTFE as suggested. Will see how that goes.0

Op if you can turn the water off in the road, you should be able to replace the service valve yourself. Just make sure to get it the correct way round or it won't shut the supply off properly.
If you also intend to replace the service valve below the toilet, fit one with a lever rather than one that needs to be turned-off with a screwdriver.
As others have said, do not used PTFE tape on a joint like this as you will have a washer that will stop the water flowing out.Never Knowingly Understood.

I just wanted to thank everyone for their contributions to this thread. I learnt enough to fix the problem myself. A new fibre washer was needed.0
