This is not a police matter (as you discovered). Neither is it an emergency, and calling 999 is no better than complaining about a party next door - not their concern.

Not really. You were foolish to pay for concert tickets outside of ebay instead of using a service that protects you. He knows you can't affect his feedback and can ignore any communication with you, knowing that ebay can't prove otherwise.
Lets just hope he gets your letter and does the right thing, else it means going to court to get this sorted rather than just lodging a dispute via ebay.
I see now that if you buy tickets via ebay, you no longer deal with the buyer directly, but rather you send the tickets to ebay, the buyer sends the funds and then ebay forwards on the tickets.0 -

Fraud is a Police matter and after emailing the local Police station where the individual lives, they have decided to investigate and attempted to pay him a visit earlier today.
Unfortunately he wasn't in, but they have a date for when he returns and will visit him again. This could potentially be a criminal matter, depending on his intentions and what he states when they return.Not really. Yes, I should have purchased the tickets through eBay, however this would not have helped as the 45 day Buyer Protection would have still applied.
eBay now use StubHub which is a marketplace designed for these transactions with more safeguards for both the buyer and seller of the tickets.0 -

But you would have opened the case before the 45 day period expired. If he didn't have the tickets to sell at the time you agreed to purchase them, he would be breaking ebay rules as your only allowed to do that on stubhub, which acts as the 'go between', waiting until they have both the money and tickets, but sending them to the other party.0
