hmmm i had a similar issue that dragged on from an ebay purchase for 7 months. I sent a similar letter by finding his address online. and wow he got scared!

I sent it as recorded delivery as after seeking some legal advice I was told this is the most official way and best way to do it. So I would split your chances and send one first class the other recorded
I also did mention in my letter that if i did not get contact then I would sent a letter to the office he worked at... ofcourse saying that it was just so they can redirect it if I had the wrong address 
needless to say he was scared and finally refunded me within 2 days of sending the letter

That's because the direct debit guarantee only covers errors in the amount or date that the debit is taken.
In any case, the OP's debit is between him and paypal. There's no evidence that Paypal have failed in the obligation to the OP.0 -

Sadly IMO the OP has been scammed - tell the police - I would be amazed if the seller responded.0

Police usually can't care less unless you can prove that the seller has no intention to sell. Their standard reply is that without proofs it's a civil matter, not crime.0

Private car parks are pretty much the same thing. They send you an invoice which you throw in the bin, then they send an "urgent" invoice stating you now need to pay the full price, then they start mentioning court proceedings and possible debt collection agencies. They go in the bin as well, then you never hear from them again.
But some people get worried and pay up at the various stages, which is exactly what they wanted.
An LBA can accomplish the same thing - get someone scared enough to just pay up without any further action. The benefit however is that you have his full name and address, unlike a private car park which only has the registered keepers name and address (and they can't prove whos driving in 99% of cases and can't demand that information)0 -

Before I saw the mention about sending via 1st Class Post, I already posted via Recorded Delivery yesterday. I have checked the Tracking Number and it shows that it wasn't delivered and a card was left.
I'm going to send another copy from a different Post Office via standard 1st class mail.
I've reported this case online at Action Fraud (https://www.actionfraud.police.uk), and received a Crime Reference Number. Despite this, they state that they do not look into individual cases.
I then went to my local Police station in London to see if they would take the report as I have the address/details of the individual and they wouldn't need to spend time searching for this. They were not interested and insisted that the only option was to call Action Fraud again.
Before I left, he suggested the only way for the Police to take this seriously, was to turn up at his address and call 999 if I was able to confirm it was him, but I don't know how I'd manage that and it'll be a 120 mile round trip. I'm curious whether the local Police station in his area would be more helpful as it's outside London and is much smaller.
Hopefully he picks up the mail on Monday, and the refunds me, however I'm not holding too much hope for this.
Should I put more pressure on PayPal/HSBC to refund this, and give them the Police Crime Reference Number, or are they not likely to help any further?

Edit: This eBay member has 100% positive feedback, and over 700 Feedback Score, and currently has 8 cosmetic items for sale, which I find very strange0 -

PayPal won't help because their refund policy doesn't apply to tickets, and HSBC *can't* help because the Direct Debit Guarantee doesn't apply to this situation. Crime reference number or not.
I don't know why the police suggested turning up at the seller's address though. I have no idea what good that could possibly do.urs sinserly,
