Water Bill debts -is it illegal for them to cut you off

Ive been advised thats its illegal for them to cut your water off no matter how much you owe?

Is this correct,can anyone direct me to relevent legistation?

Water companies are not allowed to disconnect household properties, only commercial premises

Thinking about this, it does mean that someone who isnt bothered about ccjs etc would never need bother paying a water bill!!!
