Because with diesels when they do the emissions test, they rev the vehicle to it's maximum rpm a few times to measure smoke density.
Because of risky it is to rev an unknown engine to the red line the garage has a duty of care as per the VOSA guidelines to ensure the vehicle has been well serviced and has had a recent timing belt change.
They are supposed to hand you a booklet explaining the risks as well and check they are satisfied it has been serviced correctly before starting the MOT.
This isn't applicable for petrols though.

If a belt snaps during an emissions test then there's clearly something inherently wrong with it. How many do you hear this happen to? Not many0

I agree. It's rare for it to happen and it would mean it was inherently faulty.
This is why garages are told to ensure that the car has been serviced well and they are satisfied it there's little chance of it failing before carrying out the test. Normally this is by giving the leaflet explaining about the risks and verbally asking customer's some questions.
If it's a diesel and the garage has not followed the guidelines set out by VOSA then they may have failed in their duty of care as they didn't follow the correct process.All your base are belong to us.0 -
Normally there will be signs and leaflets around the MOT station warning/advising motorists of the test, but as all diesels have governors, mechanical or electronic, there must be something wrong with the engine if it can't take the, brief, test. They are not allowed by VOSA to get you to sign, confirming your understanding.0

This is all true. However, the bottom line is the garage are supposed to verbally confirm and ensure they are satisfied with the service history of the vehicle (even if it's just a vague has it been serviced recently - yes) before beginning the test.
They are advised to do this to absolve them self of any liability resulting in failure of the vehicle's engine during the test which although is rare, it does happen. I've read from failed timing belts, to overheating resulting in head gasket failure to spun small end bearings from either poorly serviced vehicles or operator error.All your base are belong to us.0 -
Hi if your car is a diesel it will be a TDCi and if its the 20 litre it will have a timing chain only the tdi engines had a cam belt and on the timing chain it does not have to be changed within a certain time it should be checked at 100k intervals and thats all.0

at the place i work at, a vehicle we were bringing onto the ramps cambelt snapped just moving a few feet, so i know it can happen but good job it was 1 of our traders own vehicles.

MK4 Mondeo = Timinng Belt not a chain.
MK3 = Chain...
They just kept the TDCI name and badging, But its a totally different engine.Censorship Reigns Supreme in Troll City...0 -

I have got my car back now and the garage gave me what amounts to a 20 % discount so I'm quite happy.0
