    I assume if someone was to be fined for either putting the wrong items in another's bin or overfilling another's bin, that everyone will happily club together and share the bill as some sort of communal responsibility.

    You really cannot get it off your hands and it's pretty obvious that you've been putting your hands where they shouldn't have been ...

    Maybe cos most collectors insist on people splitting their rubbish/recycling. I think I'd have been burnt at the stake in one of my old houses if I dared (obviously mistakenly, officer!) put something in the wrong bin! There was even talk of cameras in bins to double check on what people were putting in...

    Well certainly the onus is on the bin owner to make sure the device is not in place on the day of bin collection! (just like I assume the bin owner removes the padlock on the day of bin collection)
