It may be strictly legal but it sounds a bit immoral to me that someone should be trying to manipulate the system again. He's already managed to get free loft insulation - something that the rest of us have had to pay for already and he still wants more

For someone to get a free boiler, the rest of us who are paying our taxes have to pay for it.

Many, many people got free cavity wall insulation and loft insulation over the past few years - I certainly did & it wasn't dependent on salary/income - if you paid for it ,more fool you!:rotfl:
I haven't got any problems with the gentleman getting a FREE boiler replacement if he qualifies currently -why should he be disadvantaged because his financial circumstances will/might change in a year or two??

Free boilers for people on Pension Credit is not the Green Deal.
Called something else. No assessment fee. Paid by EON and the boilers are Valiant and the assessors firm start the ball rolling and they do the fitting.
  • The Warm Homes Scheme, called slightly different names in different LA's is the product [not to be confused with the Green Deal Scheme] that gets a `free` replacement boiler. The O/P's dad has been assessed not once but twice, with a third assessment already booked, these assessments began 9 weeks ago and on each of the two completed assessments has been told by I assume the assessor "he is eligible for one", and eligible for "loft insulation". The loft insulation has been completed at some point in the 9 weeks. The `free` replacement boiler is touted by everyone and his auntie including B&Q.

The time frame is less than 10 weeks, the whole frustration is predicated on a fragile desire to 'get it done' in a time frame that was never ever going to happen. The O/P's dad should wait and see if anyone will convert his assessment into a free funded reality.

On the subject of (1) 'guarantee' element of pension credit, and his dads conversion to OAP status, I've already reassured him that its unlikely his guaranteed element will be removed. I'm assuming his dad has one or more private pensions that will begin to be paid at age 65, here the (2) `savings` element of the two pension credit elements will begin. If this is what concerns the O/P's dad he can 'defer' the start of his private pension.

You could be right, Richie. The bloke that came here yesterday didn't mention Green Deal. No hard sell, took photo of existing boiler etc. I signed a lot of papers (and he refused me copies). Don't have to be EON customer, but probably helps. Then a curious thing on leaving he recited from a card "This is being funded by EON.....etc"
Maybe EON have released a tranche of money to meet their Energy Obligations.

My own local authority have just announced free cavity wall and loft insulation, no replacement Grade A condensing boiler and notably its local charity funded working with two local insulation installers under the Warmer Homes Initiative. Yes the ECO runs parallel with the crippled Green Deal Scheme, both are part of the Affordable Warmth Initiative. The Green deal as I've said for 6 months is going nowhere and hasn't installed anything to completion that I'm aware of in the six months its been running. The big six are dragging their feet with the ECO and winter - - yes on this time scale - - winter is approaching and poor cold people are going to be left as they were last winter at this rate.

The pedestrian paced big6 delivery of the obligation bit of ECO just fall back on the protection of "it is a commercial decision for obligated suppliers on how they choose to fulfil their obligations, subject to the rules of the scheme" For myself I'm only interested in how many delivered units. By this I mean how many :

    - walls
    - roofs
    - replacement boilers
    - etc

Have been completed, as in men in old boiler out new boiler in and the householder signed off and satisfied. The big six were supposed to publish information relating to ECO measures which have been delivered and notified to Ofgem yesterday. Maybe e-on have released funding Ken68, we will soon hear in this group if they and others un-bung the money supply part of the obligation.

    Thanks for all the replies.

It has all been very confusing as there has been little paperwork / information left by either assessors or the loft insulator.

My dad was very confused by the whole process and worried about what was going. The 2nd assessment and now it looks like the 3rd was instigated by a phone call saying we are coming round regarding your boiler - my dad thinking it was the installers - when in fact it was a different firm touting for business. This 3rd call have assured by dad they are British Gas. The 1st call also mentioned BG. My dad is hard of hearing so I can never be sure what he hears on the telephone is correct.

I have left the 3rd appointment in place for Monday so I can be there and either end the process or reassure my dad of what is happening.

I'll update accordingly. Thanks all again.

Hi Glyn, I am an energy assessor and I do occasional work assessing properties for boiler replacement under ECO. I do this work on behalf of a couple of companies. One of the companies sends me to properties where the appointment has been pre-qualified. The other sends me a list of contacts for people who have expressed an interest in the offer, and it is up to me to contact them and check that they qualify. With this second company, I find that the contacts list is significantly out of date, often the individual has gotten sick of waiting and sorted out a new boiler, or had the old one repaired. More often, another assessor has been sent the same contact list, and the householder has had there assessment. Quite often, I am told that they have already had their new boiler installed.

I am usually told by people who have had their new boilers that the installation took place quite soon after the assessment (one told me that it was done just 2 days later). The company in question are a national company that specialise in boiler replacements, so it may be that they are more efficient than other installers.

I would suggest contacting whoever you made the original enquiry to, to find out what is causing the delay. I would point out to them that you are aware that there are many companies offering a free boiler under this scheme, and that you will approach another outfit if it isn't sorted.

    Hope this helps.

    Hi Dave,

    Thanks for the reply.

1st Company never left any paperwork with my dad so we haven't had a number to contact. Then 2 weeks ago we had about 3 calls in one day. A company came out and did assessment and said the installers would call in a day or two. They never did and the number we had just rings out.

We have another company coming today - which I will attend. Will post an update.

    Thanks again.

My mother is in the same situation and i.e pension credit after working all her life, she phoned the companies and because her boiler wasnt on the list she was told she could not have this despite the fact her boiler is 30 years old! Seems odd as the boiler would be below the effeciency threshold, and ideas here?
    Thanks
