Sorry, that makes no sense, you cannot cancel a contract and ask for a PAC.
A PAC can only be used on a live line, once cancelled it cannot be ported. If you request a PAC, and don't use it the line will stay live.
When you use the PAC, the number transfer acts as the termination.

I just left Orange but before i got the Pac Code the custom rep said i had to use it within 30 days or my contract would still run on

OK maybe I worded it wrong I didn't cancel I was past end of contract so it was rolling 30 day as I didn't agree another 12/24 month contract. so i got on the telephone and stated I wanted to give them my 30 day notice.
She said ok after trying to keep me, and I asked for the PAC Code and she gave it me.
I got another SIM from a different network (orange PAYG) and used a different number for a while and to be honest forgotten to port it, but I wasn't so bothered as all important people had my new number anyway.
So then they rang me out of the blue and said "we can see you've not ported the number and would like to give you an offer of unlimited everything for £10 per month", I had to ask him to repeat what he just said.
Believe it or not thats what happened. I still have the contract now, here is the last bill copied from my account.

£10.00 discount for 5/5/13 to 4/6/13 - £8.33

Yes I had 30 days to use the PAC and gave 30 days notice (30 day rolling) so i had to pay the last bill. then i didn't pay nothing afterwards until i agreed the new contract they offered me months later, and must have re-opened my account as my old phone number is still linked as i didn't port it?0

You really had a weird few months, if you didn't use the PAC the line stayed live and the contract carries on running (as do the monthly charges).
I've never heard of someone not having to pay line rental on a line when they didn't use the PAC, in fact, many have ended up with a default on their credit file by cancelling the Direct Debit and thinking the issue of the PAC alone terminated the line.====0
