Im a student at hert's uni, their car parks are "enforced" by the "car parking partnership".
Since January ive had to park there a number of times, and received several "parking charge notices" stuck to the screen, bright yellow with black hashes..
Once the permit machine was broken so i couldnt get a permit if i wanted!
A few fellow students have also received these, it is their opinion to IGNORE them as the company cannot enforce it / make me pay. Oddly, a TUTOR also agrees with this! (Mainly due to it being a private company, and not a local council so they cant charge me)
Fast forward to today, i received a pink letter from ICC legal solutions, headed: "IMPORTANT - IMMEDIATE ACTION REQUIRED", asking for £48 and stating
"please note legal proceeding may:
1.lead to a judgement being awarded against you which will affect your credit staus
2.lead to a warrant or execution for enforcement by the county baliff"
Out of curiosity i checked their website.. a 4% credit charge on PAYPAL payments???
My questions are:
Do i ignore this letter, should i pay?
Can the company legally force me to pay?

Yes, it does has the BPA logo.
Same letters so far as shown under "Car Parking Partnership (Northumbria University)" in the "PPC letter chains & court court papers" - i cant post links as im a new member..
The one i received today is the same as letter 4 is that list, the pink letter.0 -

They are Liberty Printers aka CPP I think (they are AOS members anyway).
@cookie.monster89, the ICC pink letter is well known, leads nowhere and you should keep ignoring this junk mail. File it all (keep it) and if ever they try a small claim (very rare) come back and we can help advise how to defend it. Obviously we have to be sure people know never to ignore real court papers but that's so rare (and defendable) you should not worry about that.
This is routinely just a junk mail scare tactic scam that fizzles out when you don't pay or contact them.
If you Google 'CPP fake PCN ICC legal PS&P' as keyords (copy & paste that!) you should find other threads talking about CPP's letter chain and confirming nothing happens.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

When was the alleged 'crime' committed? If it was some time ago and so its too late to appeal to POPLA then you will have to sit tight and wait to see if you get court papers. That's very unlikely. But if you did then a defence can be given you over at pepipoo which will either mean that the PPC declines to proceed or if daft enough, lose at court.

It was for a Parking 'Offence' in the middle of March... Hmm, thats interesting, i have a two parking notices for before that date, but no pink letter for them?

Got another letter regarding my parking 'offence'.. this time from PS&P debt collection agency. They are demanding £80.
(Letter number 5 on the "Car Parking Partnership (Northumbria University)" in the "PPC letter chains & court court papers")
Do i still file it away & ignore it?
Interesting side note - ive probably parked on that campus 50 times in a year, yet only 1 'offence' had gone this far. Kind of odd, since if they were smart they could combine them all, no?0 -

As you are too late to appeal we do say ignore debt collector letters (but keep them all in your file just in case) and only robustly respond if you get an actual Letter before Claim from the PPC themselves or their solicitor. You'd be waiting a long time I suspect, seeing as CPP don't feature in the list of PPCs who tried court claims in the last year!

Just so others can keep track - NEW LETTER from PS&P
This one says:
"ARREARS NOTICE £xx.xx owing to car parking partnership"
blah-blah-blah..
"you are now required to forward the current balance to our offices or at the very least your written offer to discharge the whole amount in a short period of time"
blah-blah-blah..
"should you fail to comply with either of the requests above within 7 days of the date of this notice we shall instruct our external debt collector to attend your property for the purpose of collecting the debt in full"
This letter does not appear on the list of PPC letter chains.. but hang on, isnt PS&P the debt collection agency? So their just passing it along to someone else?! Whatever happened to the data protection act?
I am continuing to file and ignore the letters, but they are starting to irritating me now!

Sounds like mis-representation of authority, a debt collector pretending to be a court appointed bailiff, sounds like strong grounds for a complaint to authorities, I will let some of the regulars advise who to complain to.
