A well known routine, it goes from one collection agency to another more sinister debt management office and so forth. They can pass the buck as much as they like, the only way their threat can be made enforceable is if they should sue. In cases where you receive letters from multiple agencies, it is forever a con.
Were you to investigate thoroughly the identity of your alleged creditor you will more than likely find that the parking company and all these collection agencies are incarnations of the same antagonist. The "company" from whom you receive the letter may depend on which headed paper was in the printer at the time.
Inform your friends and your tutor who is on the side of the good that ignoring is no longer the best option every time (if you are ever uncertain, start a new thread with the company details of the body issuing the fake charge). If the Protection of Freedoms Act is cited, then the scam-monger will easily be defeated.
As for data protection, the leak here is the DVLA itself. Once they release the details, the other companies are not breaching the act if they are merely passing on the details for the purpose of what the DVLA saw fit. Only the DVLA can be held accountable if you believe they were wrongly issued.0 -
