The law even reflects that - it talks about reception "at about the same time" as the general public.
TVL have given a figure of 2 hours delay before they would consider the stream to be "not live". I think they've just plucked that figure from the air (possibly thinking that allows for the channel and the +1 channel to finish a programme?)0
