The management company should realise that something is amiss if 30% of the residents have been ticketed unless they think that suddenly a third of you took it into your heads to disobey to new parking company.0

I'll phone property menagement company and my lanlord first thing on monday, tell them about situation and ask if parking bays are assigned to flats. Thank you all for quick help0

I'm still wondering how other people menaged to get new permits. So You think it's better just to ignore them for now? I still need to use same parking space and it's sure that they will try to issue another notice. Is there any point of phoning them and telling that i need a new permit? Thanks for your help
You ignore them only until you get the postal Notice to Keeper. We know what we are doing and you won't be paying this if you get advice at both challenge stages (the challenge to the scammers and then a completely different, much stronger appeal to POPLA).
In the meantime try complaining to your managing agent if they have allowed a new scammer to take over and yet residents are unaware of this and have not been sent new permits. Do this IN WRITING or by email only. NOT BY PHONE.
You need a paper trail of the response from the Managing agents.I'll phone property menagement company and my lanlord first thing on monday, tell them about situation and ask if parking bays are assigned to flats. Thank you all for quick help
Nope. Not even initially by phone, nor in person! Utterly pointless as you'd then have no proof of what's said or promised or any admissions or apology about their error that they may make. You need the management co. to reply by email or in writing because - unless the management co. cancel these fake PCNs - these PPC scammers can only be beaten if you can prove to POPLA that their charge is groundless. A hearsay phone conversation doesn't cut it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

After a nice chat with a lady working for menagment company i've been told to pay that fine as it's my own fault. UKPS took over few months ago and all residents had their letters with notice of that. Permits have been issued to all residents(don't think so!) when i asked if bays are assigned to flats she replied that thay are but i still need to display that permit. They will issue with me with a new one but becouse it's my responsibility to own a permit and i didn't phone them i got no other choice than to pay. It was residents idea with permits not companys so i don't think that lease agreement says anything about them.
@Coupon-mad i regret not checking forum first, but i'll write to them later to get a copy of that in writting0 -

there is a high probability that the management company gets a commision, aka a kickback from any ticket that is issued and for which the ppc receives payment for. From the Plain Language Commission:
