Would you send.....?

I have had someone buy via "buy it now". They are registered in the Russian Federation.
They have been registered since 2005 and have a feedback of 4 - mainly buying jewels from 2 or 3 diferent sellers in Thailand and USA.

Anyway a paypal payment has come - obviously I am ineligable for the laughable seller protection - from someone called westernbid.com, the buyer has a totally different user name.
There is no postal address but a note to say please post to this address in Finland.

Am I right in thinking "don't do it" and refund the money?

    Is there not any reason why you can't accept the payment, wait 5 or so days for it to clear in your bank, then post the item?

    If there are expecting you to post abroad it will take time anyway.

    Or, am I missing the point???

    To be safe you have to wait months for a paypal payment to "clear".

    Even if you withdraw it to your bank, it can still turn out to be fraudulent or suffer a chargeback some weeks or months later, in which case paypal will send the debt collectors after you, assuming they don't just suck it straight back out of your account.

    Seriously?

    I have used Ebay for the first time in the past month, bought something from a power seller and paid for straight away, then, sold a diamond ring for £130.

    The buyer put the money into paypal, I drew it out into my account and it cleared in a few days. (they had bought 9 items in the past).

    It all seems ok, but, can paypal find something wrong after such a length of time?? has this happened before? seems a little strange to say the least.

    If they paid by credit card they can do a chargeback at anypoint over the next 3 months (or is it 2?) at which point paypal will persue you for the short fall.

    I'm not saying this will happen to you, but it's something to be aware of, particually if you are selliing high value items.

    Thanks Dave, think I will go off to do some digging now.

    I was under the impression that paypal was like any other bank, seems to not be the case then.

    To protect yourself against any scam - refund the PayPal payment and request payment by bank transfer.

    Customers in Finland can send you a international bank transfer for free which will usually cost you nothing* to receive on the UK end. (See EU/EEA directive 2560/2001 or ask your bank for details.) Note that the transfer must be in Euros (so convert the £ total), using your BIC + IBAN details (on your UK bank statements) with Shared costs selected. Most such transfers take between a few hours to several business days to be credited to your UK bank account.

    Unlike PayPal there is ZERO risk to you the seller, so you can ship by a cheaper shipping method than the expensive Track-n-trace required for even marginal PayPal Seller Protection against the common 'item not received' or 'fraudulent funds' disputes.

    * NatWest/RBS charge a £1 fee for a notification letter (which you can opt out of).

    Thanks Digerati, we have used european bank transfers, the first few we did were in GPB and cost us nothing.
    The last one we did was again in GBP and £5 went missing. Both banks claimed they don't charge so we hit a brick wall basically.

    I have no problem with sending an item to Finland - in fact we have done before.

    My problem is the buyer is registered in the Russian Federation, the payment has come from a company in USA and they have requested the display be sent to Finland.
    Just seems odd to me.

    I certainly wouldn't accept payment by Paypal - tell them the reason is that the Paypal and Ebay account don't match up and if they still want the item you will require payment by bank transfer. And obviously refund their initial payment. In my oppinion this smells to high heaven of something dodgey - whether it's money laundering - it's actually very difficult to get money in and out of Russia (my step mother is russian) and the fact the details in Ebay and Paypal don't match and ditto the postal address rings huge warning bells
    Bank transfer only if you want my advice :)
