Four fines on same day...in same place

A council recently gave me four fines on the same day for parking in the same place.
I was waiting on double yellows and a CCTV camera recorded me. It was in Rayners Lane in Harrow, North London.
Because I was waiting then drove round the block and waited again in the same place, they gave me a second fine. And again.
So basically two letters came in the post. I paid the first. And when I went online to pay the second there were three offences all in the same penalty number.
So the total number of fines is four.
I though that once you had been given a ticket then you couldn't get another?
Please could somebody give me some guidance on this!

Unfortunately it is 4 separate offences, mention this on pepipoo .I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Valid question IMHO. We need to understand exactly why the OP was waiting then driving around again to wait in the same place to be able to give an opinion which is why he came here. It would also be useful to know how long he waited for an each occasion and whether he was dropping/picking a passenger up.PLEASE NOTEMy advice should be used as guidance only. Technically he hasn't broke the law as parking has been decriminalised to the council, that is why they have ticketed him. And whilst we are at it, these are not fines as councils cannot issue them, these are penalties and can be appealed against.
To the OP you have been advised to post on https://www.pepipoo.com in regards to this , if you haven't done so I suggest you do as they can advise you correctly on this. They will need to see all you've had from the council, so scan and upload them to something like photobucket.com and post links to itWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I didn't read it as a complaint...he's asking for guidance or help in getting out of it.
Is your advice about 'stop doing it or atop complaining', the same advice that you would give out wrt a PPC ticket???
