    That's what winds me up. If you genuinely get screwed over by a corrupt parking company then fair enough. Blatantly disobey traffic laws by parking or waiting on double yellows and I don't have much sympathy for anyone.

    Sometimes we make mistakes. If you know you're in the wrong then pay up and take some responsibility for your actions.

    That's what winds me up you see, people who think you can't stop on double yellows!

    Your rant might even have been true if parking was a criminal offence but no laws have been broken. Also you can stop and load/unload (for quite a while) on double yellows and you can stop for a passenger to board or alight, and there are other exemptions too. The point being that double yellows do not signify 'don't stop or else' which so many people believe they do!

    But as for the Council, did you not even think they may have acted wrongly?! Sending a postal CCTV-captured PCN for a parking contravention that a CEO (traffic warden) could have issued is actually against the Dept for Transport's Operational Guidance and against the wishes of the Chief Adjudicator and the Secretary of State:

    So who's in the wrong...my view would be the Council since the OP's account of driving round to AVOID waiting on the double yellows, suggests to me he was possibly there to collect a passenger or an item (stopping for the purpose of loading or alighting maybe). Not some breach of the law of the land - AND he even paid the first PCN so isn't trying to avoid responsibility!

    I hope the OP is appealing PCN 2, 3 and 4 now with pepipoo's help, and when he eventually wins at adjudication I hope he comes back to confirm it!

    I see that they are asking the same questions!

    Quite frankly the OP's 'excuse' is pretty lame and there is a too big a time scale involved (12.08 to 16.37) to give weight to his appeal. Basically the PCNs were all issued within 4 and a half hours! Also the OP admits to not picking up or dropping anyone off so boarding and alighting exemption cannot be used.

    Isn't as if the OP can claim to be waiting for a car parking space and 'driving around the block' for over 4 hours as being a valid appeal.

    Seems that they are indeed 4 separate contraventions which the OP has little defence to go on.

    How do you know that when the PCN hasn't been posted up ? Or signs or a google streetview of the area, or the TRO or the reasons why a CEO hasn't issued these penalties!
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Well ok, of course I don't know for sure which is why I said "little defence" rather than no defence.

    But going on what the OP has posted on pepipoo, I would say he would be banged to rights assuming of course everything is compliant from the LA's point of view.
