    Round here they can get very sneaky , it was a portable camera mounted on a tripod,

    I think you may have seen a surveyor and his laser theodolite. I have a cousin who is a surveyor and he has a number of amusing stories of people coming up to him ranting about "haven't you got better things to do" - they see the theodolite, yellow jacket, put two and two together and make fools of themselves.

    Not really, his plod car was parked in the side street opposite and having spent 50 years in the building trade I know a level and theodolite when I see one.
