Sounds like the lcd + digitiser has gone, you should still be able to back it up by plugging the usb cable in and backup via iTunes.
I'd charge roughly £70 for the cost of new lcd+digitiser including fitting
I had it done for £40 (3GS) by one of the market stalls in our local shopping centre.
