Hi
I have just been stung by Westminster for 'parking in a restricted street...'.
Any help:
I was actually dropping someone off - my lights were on while I stopped - is there a legal definition of 'parked'? I didn't leave the vehicle and the lights were on...
I've also been charged the extra 50% as it wasn't contested - I've only received the letter this morning - I hadn't been contacted before. Do I have any rights here?

How was it issued? Not by a warden i'm guessing.

You can appeal it, contact them asking for proof of the offence

There's plenty of proof - a nice little video. I'm assuming you either just cannot stop even for a second on that section, or that it's parking if you stop for like 30 seconds or more?

Seems a bit mean seeing as I clearly stopped (relatively) briefly, and wasn't blocking anything.

Rules are rules...

It wouldn't I know... and I see that there is no distinction between waiting and parking.

Was it night-time and that is why you had your lights on? The implication being that if you were parked you would have switched them off?

Ha yeah, it wasn't night, I just had them on - vaguely wondering if it might imply that I was only stopping briefly. I'm sure the council would disagree...

Can't see the council being swayed by lights on or off.

Restricted street usually means SYL or DYL which both have boarding/alighting exemptions. How long were you stopped for?

£195 sounds as if what you have is a Charge Certificate?

Did you not receive the original PCN?

At last, the voice of reason with the right question! I read this thread and thought I was on the wrong section of the MSE forum for a minute, seeing as no-one had pointed out the obvious that £195 = a Charge Cert (very late stage) and also that 'dropping someone off' is an exempt activity if just on normal yellow line(s).
