Don't lots of newsagents sell SIM Cards.
I can't think what other kind of shop would be open at this time on a bank holiday.
What about Tesco? They might have a tesco mobile SIM.

IIRC the o2 shop on Oxford Street was open last time I was there at about 7pm, but I couldn't tell you if it is on a bank hol or if it's open after 7. Nearest tube would probably be Bond Street.
O2 web site does not give opening times, but their phone number is 020 7493 0617 (if you can call?)
