    Erm, most libraries have IT facilities and also help classes (after all, people who don't have their own computers and don't get online are unlikely to know what to do once they have a new grey box in the corner of their room)... so why not encourage people to go there for starters.

    Though I do like the idea of refrubing computers and using them.. though I'd rather see them go to places where they can educate children or somesuch.
