I find it strange too, the layby does not appear to be part of the road.
What would you define as a road?
The 'road' usually includes the verges up to the hedges or other boundary. Not just the tarmac bit in the middle which has probably only been there since relatively recent times.0 -
Pheeew, I am glad I am not the only one! Also being a country boy I would not have parked there if I thought there had been a remote chance of getting ticket.0

To be honest it would only have occurred to me because I got done for it years ago. I paid up on the same day but I was still a bit miffed so I did a bit of research afterwards.

Note that the entire area of the sewageworks is no parking at any time (the gate way area)
And this map shows the area in question which is not highlighted any colour only the main part of the road:
I notice that the road on these maps is named as Green Street.0
