FPN for parking in non-marked country lay-by

Hi, I have just come back to my car to find a fine placed on the windscreen. The company concerned are Parking Partnership (working as agents for the enforcement authority Essex County Council). I was parked in a country lay-by. There are no signs to say no parking, and there are double yellows the entire way down the road but not in the bays. I saw something on BBC WatchDog about this a couple of weeks ago, there are no signs at all to say no parking. The fine reason says Parked in a restricted street during prescribed hours.

Can anyone tell me if I have done anything wrong as I can't see how they can fine someone when the bay is not marked with any signs and I am parked on the wrong side of the double yellows. This has so far taken me 45 minutes in my own time to upload images, write up in this forum and search on google. I have a good mind to send them the bill for my time. It seems I was not the only unfortunate person to get a ticket.

    Yellow line waiting restrictions apply to the road, pavement, verge and layby usually.

    A yellow line (almost always) means no waiting and so no parking at any time. This is what they have done you for.

    However there may be an exemption to this but you would have to wait for more knowledgeable posters to come on here to tell you.
    I suggest going to Pepipoo and their forums as they deal with these things on a daily basis.

    As a general rule:
    Single red line = No stopping except when and where specified
    Double red line = No stopping at any time

    Single yellow line = No waiting except when and where specified.
    Double yellow line = No waiting at any time.

    Single purple line = You have been taking an hallucinogenic substance and should not be operating a motor vehicle despite what the elves tell you.*


    *Not officially in the highway code

    I assume the lines were put in to stop truck drivers from over-nighting or possibly from locals complaining

    How wide is that road? Possibly they are not parking layby's but passing places for larger vehicles?

    If it was a proper lay-by there would be a white P on a blue background. Looks just like somewhere that has been used as a convenient place to pull in but not park.

    The double yellows take precedent. However, if there are no plates indicating times it applies, etc then you'll probably be able to get overturned. Get over to Pepipoo for advice.

    If the double yellows don't have time plates, it means no waiting at any time (24/7) and they don't require signs.

    I thought double yellows meant "at any time".

    Could it be an area thats required for long vehicles so they can pull out of safely without cutting onto the soft grass verge?


    I had a flashback of a post where someone parked about 3 feet away from the kerb thinking there are not parking ON the double yellow lines so the ticket was not valid.
    Doesnt apply here but it just popped in there.

    Could be, but there are a few more along the road, and same thing for those. Also I noticed a few normal vehicles coming out of the lane you mention and no one mentioned not to park there.
