    How old is he? No bills, no id. Does he really exist!

    He doesn't pay council tax, and water is included in council tax here, it's not a separate bill.
    He doesn't have a rent book, just a card to pay his rent, think that would do for proof of address?

    Yup, he had a passport up till a few years ago, but never renewed it when it ran out.

    Did you/he ever look at the link I provided earlier? As I said then, if nothing from that list suits, he can forget about a bank account.

    Yeah, have looked at it but he has nothing with proof of name on it

    OK, that's that then for him.

    He can either live without a bank account until he dies, or do something about getting the necessary documents.

    Simples.

    He will still get electricity statements with a pre-pay meter, and they're acceptable everywhere I've taken them. They only seem to send them out once in a blue moon though so it might be worth him ringing up and asking for something from them.

    i had the same problem due to recently moving house so i applied for a Barclays current account online and at the end of the application they ask you a couple of questions based on your credit file to verify your id electronically just had my paperwork through from them saying the had successfully verified my id and i just needed to sign the authorised account signature form and send it back then i would receive my card, pin ect .

    it also states during the application if you are not eligible for the current account after they have processed the application they will try to offer you a Barclays basic bank account instead with the id having already been verified online you wont need to send in any further documents for this.

    It's likely though, that in the OP's case, this would fail as her partner has never done anything to ensure he appears on a CRA.

    and he isn't even on the electoral roll

    EDIT: on re-reading some posts from the OP, it appears he is on, at his father's address.
