hi all i am knew to this so please be nice

right i will start from the beginning
i sold a car to a lady on the 30th september 2012 got the cash for it thought end off filled out the V5 log posted to the DVLA job done.
i contacted the DVLA after 3 weeks to inform them i never received anything from them and they said i should write a letter detailing the date i sold the car who the knew owner was etc etc which i done.
i got a letter back from the DVLA with copys of the letter i wrote to them they sent me a letter confiriming i was no longer the owner of said car from the 30th september 2012 and i thought that was the end of it.
i then recived a penalty notice from TFL with 2 pictures of the car that was clipped by a camera driving in a bus lane on the 9th of october. I imeedielty contacted TFL to inform them i sold the car and i was no longer the owner the of car from the 30th september so there is a mistake to which they replied there is not a mistake and i should pay the fine or appeal. i appealed the case and informed them that i sold the car etc etc.
the denied my appeal stating as far as they are concerned i am the owner of the car at the time of the offence and doubled the penalty fare to 160.00 i immediately phoned them and said i was not paying i am not the owner i have proof from the DVLA that i sent into them copys to which they replied on the phone and i quote "we contacted DVLA and they informed us that you were the owner" this is lies i pointed out and the DVLA would not give confidential information like that over the phone to anyone to which i was told you either pay or it can escalate. i then called the DVLA to confirm what i was told and they informed me they would never give any details to anyone so TFL were only trying to scare me to pay the fine and the advised me not to pay.
then yesterday i had a letter left by a bailiff regarding this demanding that i either pay an outstanding fee of 557pounds or they will seize goods at that value this has totally shocked me i called the bailiff as he left his number informed him of what i have been told informed him i have written proof from the DVLA that i was not the owner to which he basically rubbished and said he hears it all the time people buy cars get caught then sell them on write to the DVLA saying they wernt the owners at this date etc etc and that i need to pay him i told him to go and take a swing and jump i am not paying as i am not in the wrong if i was gen caught fine i would pay but when i have proof from DVLA in writing and on the phone taht i sold the car on the 30th september and this car was caught on the 9th October then i clearly am not the driver.
my question is what should my next step be to get this resolved i am not paying a penny to him he can go get lost.
also i am in two mins to complain about TFL harrasing me with this stressing me out and more inportantly liying to me down the phone can i sue them or who can i complain to about this

Absolutely shocking state of affairs, this should have been cancelled immediately on proof that you were no longer the registered keeper, they should have gone back to the dvla for the new keeper details. I suggest you post this on https://www.pepipoo.com as well to get their advice as they can help.
You need to get the bailiffs stopped otherwise they could clamp or tow your existing vehicle, so make sure until this is sorted not to park it outside your house, maybe keep it in garage. Also don't leave doors or windows open or on the latch, and certainly don't leave these people in no matter what they say.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.

Dont deal with the bailiffs, dont phone them, just ignore them if they knock on your door and do as others have suggested (keep windows/doors locked for now and dont park your car on the drive or right outside)
The Bailiffs couldnt give a monkeys about your situation they just want money, you need to deal with TFL and TELL them to get these idiots off your case. You have provided them with proof you didnt own the car and any further contact would be seen as harassment.
Just be firm with TFL and dont get fobbed off.Missing Tesco R&R since Feb '07 :A & now a "Tesco veteran" apparently!

i have spoke to TFL and they said its out of there control now and in the hands with the bailiffs.
i went to the police station today and showed them everything i have the police officer was very nice i must say he took me into a interview room and called the bailiff directly and put him on speaker the police officer then identified himself and exact words were to him "you do not need to believe i am a police officer but i am recording this and logging it" my how the bailiffs attitude changed towards him the bailiff kinda screwed up though and mentioned the lady's name who bought the car from me which the police officer mentioned as well and he has this recorded so the bailiff knows i was not the owner for him to mention the knew owner details he is just trying to get his money from me i reckon because now he knows i am not the owner he has to send it all back to tfl to reset this case.
apparently he is coming to the house again at 1300 tomo (friday) the police officer said he shouldn't do anything now as he does not have a leg to stand on as he mentioned this lady's name and the police checked the paper work and couldn't believe all this hassle as he said all the proof they need is this letter i have from DVLA that stated i was not the owner he even checked the car details and i was not the registered keeper at the time.
the police said if he starts any nonsense on friday to call 999 straight away mention the problem give the police officers badge number and police will be there straight away
as for TFL what action can i take towards them for the stress,hassle money its cost in phone calls and harassment from them0 -
just off the phone again to tfl awaiting a manager to call back regarding this hopefully by 1600 today if not then within 24hours0

Well done that copper nice to see a copper on the side of the innocent and not the bailiff
I don't see how this bailiff is going to justify coming to your house tomorrow after this I don't think he will come
what bailiff firm is it and is he certificated to them

It's not up to the bailiff to argue who was at fault, his job is to enforce the warrant he has in his hand in order to get paid , its not up to the police to Interfere with this process either , park your car a few streets away for the time being and enjoy the lovely summertime walk , do not leave doors or windows open as the bailiff can legally climb through an open window , walk through an unlocked door or climb your fence , if they turn up either ignore them or open an upstairs window and with a pencil inserted up either nostril repeat the phrase " wibble, wibble. Wibble" continually to them . They cannot seize anything from standing outside your property (apart from your car so hide it away temporarily) and have no right to force entry either ,after 3 or 4 visits they are deemed to have been unsuccessfull in their task and have to return the debt and paperwork to the issuing court as unsatisfied and they don't get paid , if you are pregnant, in receipt of benefits or sick then they are going against their own codes of conduct by attending your property and you should remind them so, sending proof of this by fax to their office often has the right effect Ad they cease their actions. Meanwhile deal with TFL and get the debt wiped or this will probably keep happening to you , don't be intimidated by them as they know everything I have put in this post but are banking on the fact that you don't0

That didn't work in the trenches with Blackadder though...but it might with a bailiff.
