I'm not aware of planning permission being required to erect a normal TV aerial on a listed building. The only restriction I've seen is normally for satellite dishes.There is little chance of having one installed, I am told, as the building carries 'Listed Building II' status
Definitely worth taking further as I agree you are effectively being restricted to Pay TV.
EDIT:
I hope by "digital antennae" you mean ordinary TV aerial, there is no special extra equipment to receive Freeview after digital changeover. A well positioned and installed aerial is all you require.0 -

well thats what they did in my house too-fed their tv cables from the loft through my outdoor arial sockets.i guess laziness would be their reason?or maybe to make it harder for people to switch to freeview or other companyi've never heard of virgin replacing an aerial socket with thier own box.
they would have no reason to, and would make no sense for them to do so0 -
