    The reason these non-payers get away with it is because of sellers leaving false positives - the correct process is to file a non-paying bidder case.

    If you leave a false positive, the unpaid item strike will be removed (as Ebay will think the transactions was concluded sucessfully or why leave a postiive?) and this bidder will carry on doing it again.

    After 4 days, close the Case, and make sure you block any buyers with more than 2 unpaid items wihin a 12 month period. This cuts out a LOT of timewasters. If everyone followed the non-paying bidder process, and applied the blocks, these timewasters won't last long.

    Do not be tempted to give a 'false positive' - you reward non-payers and contribute to the problem.
