I think the main reason that it would be impractical would be that it's not constant nor can it be relied upon - assessments change all of the time, and NRPs go from being compliant to non-compliant all of the time, so would the proposal be that student loans/grants were reassessed throughout the term?
What about the child of a PWC who should be getting a high amount but whose NRP isn't actually paying anything? If CSA assessments were taken into account that family may not be eligible for financial help even though the NRP also wasn't contributing, resulting in a child's education suffering there too.

It would not require detail of the assessed amount, just that the children that CSA is paid for are dependants in the same way that children in the same household are. Then a small adjustment would be made to the student finance calculation to take account of that responsibility. The assessment is worked out on the previous years income figures so all it would require is proof that CSA was paid and that the child is still a dependant.

Re your comment about the PWC situation, student finance is calculated on the previous years income so income could be assessed on what was actually paid. However in that case there would be no formal ongoing maintenance for the student at university (wrong in my opinion) so that would not come into the calculation anyway.
