Most people that have this arrangement are perfectly happy with it. It's not like they are being asked to go far is it? Unless you're a complete heffer half a mile is not going to hurt you!0 -

If only some have bigger spaces than you do what do the people with the same size or smaller do with their bins?
You say that at the time the council visited only yours was out and this morning one other has them out, what about the rest of the street?
You may not think they cause an obstruction but if somebody has complained they have done it for a reason.
What is it about the space you have that makes it difficult to keep the bins there and put things in them? Could you just change the layout to allow easier access?
I haven't looked closely at every individual one. I just noticed this morning that another house had left their bin on the pavement. They have more space than I do. I can't rearrange my space as it would involve moving my front windowsill and wall.0 -

Simple answer is, if it is a problem storing/keeping the bins on your property to leave the bins on the pavement
The bins belong to the council, the pavement belongs to the council, so they cannot fine you for putting their property on their land !0 -

The local regulation states that I would either be fined £60 or prosecuted and ordered to pay £1000 if I did this.0
