How wide are the pavements in your street? Do people also park cars there?

You say that keeping them on your path would not leave you with enough room but are they taking up too much room on a pavement where people have to squeeze between bins and cars or bins and lamp posts? Is there enough room for somebody to walk with a young child, or pram, carrying bags of shopping, walk a dog etc.? It may not be a council jobs worth causing this but maybe a complaint from someone who needs to walk past and can't.

As you live in a terrace and they tend to have all houses the same shape and size with the same gardens, wher do your neighbours keep their bins?
plenty of room on pavements to walk past

    4. Some houses in road have bigger space at the front than I do.

If only some have bigger spaces than you do what do the people with the same size or smaller do with their bins?

You say that at the time the council visited only yours was out and this morning one other has them out, what about the rest of the street?

You may not think they cause an obstruction but if somebody has complained they have done it for a reason.

What is it about the space you have that makes it difficult to keep the bins there and put things in them? Could you just change the layout to allow easier access?

I drive my rubbish half a mile to one large bin that is provided for 6 families to use. I buy black plastic sacks. I'd not like to have to bother with multiple recycling bins hanging around getting smelly.

I'd be tempted to go down to 2 bins, dry recycling and landfill. Yes it's a shame to not recycle the food and garden waste, but if the space is so small it can't be helped.

Are you saying you dump your rubbish in someone else's bin?

It sounds like they have a communal bin - often found at apartment blocks or where it is not practical to have individual bins.

No, they said they drive half a mile to this bin, that is not communal.

They can be some distance away. Brighton has them if you want to look at a real life example.

I dont beleive that is possible, no one should have to go half a mile with there rubbish...Ridonculous.

I think the poster is dumping the rubbish in someone elses bin, which would be out of order.

I have given you a real life example, what is not to believe? Dimey states the bin he uses is for the use of six families - it is logical that he is one of those families!
