Hi All
Wondering if anyone can give me some advice on this one.
Received a letter today dated 21st May - a parking charge notice at Luton Airport on the 24th April.
It is an £80 fine to be reduced to £40 if paid withing 28 days.
Can I appeal? I thought I read somewhere that I would have to be notified within 14 days - does anyone know if this is actually law?
Help would be appreciated

So I presume it wasn't a physical ticket on the car. So they cannot use pofa 2012 as they are out of time, I would write back and tell them that they are in breach of the bpa code of practice and to do oneWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

POFA requires that in order to make use of the provision to pursue the registered keeper (if the driver does not pay the sum demanded) that they must send a Notice to Keeper within 14 days (counting the day you parked - 24 April - as Day 0) - para 9, Schedule 4, Protection of Freedoms Act 2012. From that perspective they have failed and should they persist in chasing you for the debt (as the keeper) they may be liable to a claim of harassment.
As members of the British Parking Association Approved Operators Scheme they have also failed to comply with the Code of Practice and to top things off have made, arguably, improper use of DVLA data which is implicitly supplied to enable APCOA to follow the law.
That should be an email of complaint to: Steve.C@britishparking.co.uk and then one to elizabeth.symons@dvla.gsi.gov.uk. Make sure that Steve Clark at the BPA is copied in to your complaint to the DVLA.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Can you just clarify that the letter was 'Notice to Keeper' and does it have photos of the car taken by ANPR or Smart car? Maybe for stopping in an area where they allege you shouldn't? If so then they are out of time and you can challenge it if you word it right, and get the thing cancelled. We can help.
Or is it reading as if it's a follow-up to an alleged paper PCN put on the windscreen whist you were actually PARKED somewhere there? We can still help you get it cancelled.
But which type of Notice to Keeper is it, an ANPR photo type letter or a follow up mentioning an unknown 'PCN' placed on the windscreen?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

To Qthefrex. To confirm, it is not a fine and you do not owe a single penny. Regardless of what they claim their terms and conditions to be, they are not binding as they are not lawful. So whatever you do, HOLD YOUR CASH - do not hand it over. Ignoring is an option, but if you can also follow the advice here to challenge it but no matter what they tell you, do not falter!0

Hi, my wife has also received one of these parking Charge notices from APCOA even though we paid for a meet and greet parking service. We did however pull over to call the company to confirm where to drop off our car possibly a 30second call. After reading several threads on this matter I will be ignoring this letter and waiting for further letters to arrive. My question would be, is there not a formerly written template letter that could be sent to these people to stop them it their tracks from the off as it were, rather than going through all the nonsense of further letters and harassing phone calls. Any further comments would be welcome and appreciated.0

If it were that simple don't you think we'd do it?
Normally a PPC scammer will reject ANY appeal - even 'cease and desist' challenges - but we do know how to win at POPLA (not a normal appeal). You can read any threads to learn about the appeals process and start your own thread when you have any questions (certainly when you get to POPLA stage you mustn't send a normal weak appeal about 'what happened' or you'll lose at a stage you should win). Even your first challenge must not give them any info, not even 'I was driving'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
