It is your friends debt though, as it stands at the moment you have given him £650 which has left you overdrawn- but your £650 is currently locked in account A.
So all you can do is as I first suggested is to borrow £650 to put your balance back to zero. Then wait 180 days for the balance to be released on account A and repay your loan.

£650 is a big amount and they maybe never checked the accounts standing but this big figure being transferred from the same IP address would have flagged up immediately on their radar.
This is scaremongering of the highest order!
I advise you to be aware of the law before advising others to be.
NO ONE has a credit agreement with paypal, paypal accounts do not appear on credit reports whether positive, negative or defaulted!.
The only way this would hurt a credit report/score is if a dca took it to court, won and got a ccj(or country equivalent) against the op. This is a slim possibility but very unlikely.
None payment could easily lead to blocked eBay and paypal accounts for all connected to the addresses though.0 -

I know his account is not in debt but that is the one with the money in it that is limited so your friend needs to fix this so that he can get the money he owes you out! Yes at the moment you have the debt but it's your friends debt that they should be fixing!0 -

That's why I have a problem with this story, and also shows exactly why the original payment will be on a 180 day hold.
depending on funding source the original payment can be charged back up to 180 days, so if account holder A is dodgy, they send £650 to account B knowing it will be charge backed, get account holder B to withdraw the money, and then let the original payment go back to the original funding source.
