Neither PayPal nor Ebay requested any age verification; I simply verified my PayPal with my bank account and that was all..

Lovelyjoolz, I was in no debt, after he sent the money i withdrew it FOR him because he doesn't have a debit card so thats why I am in a negative balance, I wasn't in debt before but because the money was no longer there they did a reversal and put me in a negative balance.

And he is telling me he has spent the money.

Unfortunately you also ticked that you were over 18 and had read their terms and conditions.

As per the post from lovelyjoolz re debt of £650 on account B. I think I made too Many assumptions as I assumed you had either withdrawn the £650 from account B or had used it to cover a debt. Obviously if account B had had a nil balance and £650 was transferred in, and then out again back to account A it would still have a nil balance. You've obviously had the £650 somewhere so are merely being asked to repay that money, perhaps you can clarify?

We cross posted, but that makes sense.

In that case you are in a mess as if account A was genuinely not yours you may well have been scammed by the real owner of it. They have effectively stolen £650 from you, but as above, your age means that PayPal cannot enforce the debt- although they can make your life unpleasant.

If you do live with your parents you need to warn them, the debt collectors are not nice. Go over to the debt board here on MSE and get guidance about dealing with the collectors and mention specifically that you are only 17 as that makes a big difference.

cant help with your issue but so you know you wont get balliffs. balliffs only cover certain debts and this isnt one of them. you could get an agent from paypals debt collection company but, thats a way off yet.

I think many people, myself included, incorrectly use debt collectors and bailiffs as almost interchangeable words. Both turn up and demand things, and in the case of the ones that PayPal often use they have been fined for their heavy handed tactics and harassment.

OP could well do with some advice from the MSE debt boards so he is prepared for when it gets unpleasant, but he should be fine as his only 17 and I don't believe a debt is enforceable at that age.

I am more concerned that he is naive enough to have been conned by account holder A who now has the £650 cash, plus is going to get the £650 bounce back as well in a maximum of 180 days.

He has allowed me free reign over the account if necessary but the problem is that it is also become limited because of the issue so i am unable to with draw which obviously isn't very useful.

And i intend to look at that section of MSE later today, I have an exam in two hours :(

I don't know why you are the one trying to sort it out. Your friend owes you £650 and his paypal account is limited - both his problems! Tell him to sort it out and get you the money or you will go to the police to report a theft.

You have a lot to learn about how the law works , no one is permitted to open Paypal accounts under age 18, and no one is allowed to use them as a 3rd party to access at will, unless you are some sort of business and more than one employee has access I imagine or have the right of attorney for someone. Personal Paypal accounts are for adults only, 18 plus, and are non transferable between friends and family members, no one else is allowed to have access to your personal password /balance and transfers, IF there even is a 2nd person, Paypal obviously suspect you opened two accounts or hacked someones , if someone knowingly permits you to use their account, they have invalidated all their rights to make a claim for chargebacks due to fraud, as they have given their secure information to someone.

£650 is a big amount and Paypal maybe never checked the accounts standing but this big figure being transferred from the same IP address would have flagged up immediately on their radar.
NB...People online who are here asking advice for "my friend" they really mean "myself"
